BACKGROUND:
The National
Coordinating Council (NCC) of the United Action for Democracy (UAD) met in Aba,Abia state, on September 20-22, 2014, at the Olive Hotels & Suites todeliberate on the issues, challenges and prospects of the Coalition and stateof the Nation. The meeting which coincided with the 9th AnniversaryCelebration of comrade Chima Enyinnaya Ubani, the founding Joint Secretary ofthe Coalition and a consummate Pan-Africanist and socialist activist, discusseda lot of crucial internal and national issues. A minute silence was, however,observed for our comrades. The Coalition, thereafter, held a rally in theEnyimba city of Aba to commemorate Ubani’s Anniversary. The rally, whichstarted at Aba South local government headquarters, later moved to variousstrategic parts of the commercial city and terminated at the riverside on theOgbo Hill area of the city on Ikot Ekpene – Aba road. The Rally was addressedby numerous comrades including Baba Aye, UAD Convener, Uche Wisdom Durueke, President of CivilLiberties Organisation (CLO), Abdul Yusuf, Deputy National Convener of the UAD,Zulu Ofoelue, the General Secretary of the Coalition, Comrade Fatima Ibrahim ofthe North-West zone and the Executive Director of the CLO, comrade IbuchukwuEzike.
RESOLUTIONS:
The meetingreconvened at 7 pm when comrades meticulously deliberated on various issuesaffecting the Coalition and our Nation and, thereafter, passed the followingResolutions:
· The Council unanimously adopted all thepopular recommendations of the National Administrative Committee (NAC) that aimat re-strengthening and re-launching the Coalition that led Nigerians in thestruggle to oust the military from power in 1999 and return our country tocivil rule.
· That the Coalition shall liaise with allthe other democratic movements with similar objectives and trade unions,including the Academic Staff Union of Universities (ASUU), in a renewed bid tobuild a mass movement of our people that would rescue our society from the gripof the corrupt political class and from total collapse.
· That the Coalition would float a Journalthat would be used to mobilise Nigerians to demand for system change.
· On boko haram insurgency, UAD seriouslyreviewed the unbecoming activities of boko haram, especially in taking overcertain territories in the North-East zone. In particular, the NCC took a clearlook at the boko haram crisis and observes that the insurgency is motivated byobvious socio-economic dislocation in the country as well as manipulation bythe ruling class who benefits from the crisis. UAD absolutely condemns thedecision of the Martial Court which saw nothing wrong with government’s failureto confront the insurgency in the land and demands that the illegitimateconviction of the 12 soldiers by the military court be revoked without delay bythe FGN. UAD further demands that the sponsors of boko haram terrorism in thecountry should be fished out and dealt with accordingly, irrespective of whoseox may be gored.
· The meeting also commended the popular selfdefence efforts by the civilian JTF in combatting the Boko haram insurgency andprotecting and demand for the enforcement of section 220 ie universal militarytraining for able bodied citizens in the country.
· The meeting, after an overview of theabduction of the students of Government Girls’ Secondary School, Chibok, Borno state for several months nowand the continued intimidating terror in the North East zone leading to theoverrunning of certain communities, gross abuse of human rights, including rapeand destruction of lives and property of Nigerians, reaffirms its unflinchingsolidarity with the parents of the girls and enjoins the Federal Government toput serious efforts on gear to ensure that the girls are rescued soon withoutharm if need be through negotiaton with sect as the US government did with theTalibans.
· UAD also took a thorough look at thedevelopment activities in Abia state with attendant death trap roads, stinkingrefuse dumps littering the city of Abia and entire governance failure in thestate nay the region, and demandsgovernment’s immediate intervention to address the ugly trend.
· UAD commended the efforts of the delegatesto the National Conference in making clear cut recommendations that, iffaithfully implemented, will address most of the challenges confronting ourNation. The Coalition enjoins Nigerians and all popular movements in thecountry to rise up to the occasion by demanding that the outcome of theNational Conference be subjected to a National Referendum for Nigerians todecide whether a New Constitution would be produced for Nigeria or not. Themeeting specifically commended the efforts of the civil society and organizedlabour delegates for their role in advancing pro-poor debates or argument onthe floor of the Conference.
· UAD also resolved to work with patrioticNigerians and other civic organizations on a Signature Campaign on theprogressive recommendations of the conference.
On Privatization:
UAD in becomingincreasingly worried over the whirlwind of privatization blowing away publicowned companies and parastatals, notes that privatization is an imperialisticpolicy used to inflict poverty on the suffering masses by taking over theestablishments created to provide essential services for the public. The claimthat privatization would lead to improved service delivery through a moreefficient management of the parastatal is, at best, deceptive. It is over oneyear since PHCN was privatized, yet, the public is yet to enjoy any improvementin the sector. Instead, the consumers have continued to pay crazily estimatedtariffs for services they hardly received. UAD, therefore, demands the reversalof all the privatization that have so far been carried out. We further demandthat the government should stop further privatisation, including the plannedsale of Transmission Company of Nigeria (TCN). The claim that the governmentcan longer manage these companies is not a reason to sell them away to the samemembers of the ruling class that have been mismanaging them. It is our positionthat the management of these companies should rather be handed over todemocratic managements, comprising of host the communities, workers andconsumers.
EBOLA:
The outbreak ofEbola Virus Disease, EVD, is regrettable. However, we commend the spiritedefforts of the Federal and state governments in effectively handling the Ebolaproblem. We wish to state that the ebola problem should not be politicized orused as an avenue to siphon public funds for elections. The government shouldrather establish ebola hazard funds to provide allowances for health workerswho work in ebola centres. Researches should be commissioned by both stategovernments, federal government and international communities towards theproduction of drugs as well as alternative cures for ebola.
It is also ourposition that no citizen should be stigmatized on account of having sufferedfrom ebola or having been quarantined. Compensations should be paid to anybodywho may have lost anything in the course of being quarantined.
2015
GENERAL ELECTIONS:
UAD commends INECover the conduct of elections, adjudged to be free and fair and credible indifferent states, including Ekiti and Osun states. We urge INEC to eithermaintain or improve on the standard it has set in order to ensure even better,more credible, freer and fairer elections in 2015.
UAD notes that bytheir conduct and unguarded utterances in their quest for political power, thepoliticians have continued to heat up the polity and have continued to use theyouth as thugs to rig elections. This is a threat to democracy. We hereby urgethe youths not to allow themselves to be used as thugs to foment trouble duringthe elections.
Recognizing theroles of CSOs in election processes, we urge all affiliates of UAD and otherCSOs to embark on voters education to sensitise the public on how to asserttheir political rights, including their right to choose their leaders and bechosen as leaders and to observe the elections to bear witness to itscredibility or otherwise.
ON THE MINIMUM WAGE:
UAD notes, withgreat concern that the minimum wage of N18, 000 approved by the federalgovernment since 2011 is yet to be implemented in some states. We hereby demandthat all states should begin to implement the minimum wage without furtherdelay. Workers are hereby encouraged to rise up to demand the payment of theminimum wage. Above all, recognizing that the meagre minimum wage has becometoo meager to take care of the needs of the workers in the light of theprevailing economic conditions in the country, we demand an upward review ofthe minimum wage to make it a take home living wage.
CONTRIBUTORY PENSION:
We condemn thecontributory pension scheme introduced by the government. We consider it aspart of the neo-liberal agenda of the imperialists to force the poor tocontinue to finance the greed of the ruling class. The contributory pension isa fraud and should be stopped immediately.
TORTURE AND OTHER POLICE BRUTALITIES:
The UAD welcomesand commends the report by Amnesty international, indicting the Nigerian Policeof torture and other wicked perpetrations. It is interesting that the Nigeriapolice have been struggling to deny that they were not involved in torture. Wenote that the security agencies, including and particularly the police, havebecome a threat to Nigeria’s democracy given the way they grossly violate therights of the citizens and popular movements, peaceful assemblies andassociation. These rights are guaranteed in the Nigerian constitution as wellas other human rights instruments. We, therefore, call on the police to takeurgent steps to end torture, extra-judicial killings, cruel, inhuman anddegrading treatments in line with various human rights instruments to whichNigeria is a signatory. We further call on the National Assembly to expediteaction towards passing into law, the anti-torture bill which has been lyingbefore them.
POLICE INVASION OF THE CLO PREMISES AND DISOBEDIENCE TOCOURT ORDERS.
UAD notes with dismay the criminal andunlawful invasion of the national secretariat of the CLO in 2009 and consequentrefusal by the Police authorities to comply with the order of a federal highcourt in Lagos since June 2, 2010, which among other things, ordered the policeto pay the sum of N25 million as damages to the CLO, return all the property ofthe organization willfully looted by the Police and pay comrade IbuchukwuEzike, the sum of N250, 000 being compensation for his torture over night bythe police. UAD resolves to launch serious campaigns against the Policeauthorities in the event they continued to disrespect this court order.
INTERNATIONAL SOLIDARITY.
UAD observes thepolitical development in South Africa since the massacre of 34 striking miningworkers by the ANC government on August 16, 2012. We note the on- going effortsof the National Union of Metal Workers of South Africa (NUMSA) to establish amass based socialist workers’ party as been critical for the fulfilment of theprogressive ideals of the freedom charter which informed the anti-apartheidstruggle that the post apartheid ANC governments have jettisoned. UAD, thus,expresses its solidarity with NUMSA and the South African working class intheir renewed struggle for liberation.

Sur la privatisation:

Reconnaissant theroles des OSC dans les processus électoraux, nous demandons instamment à tous les affiliés de l’UAD et otherCSOs de se lancer dans l’éducation des électeurs pour sensibiliser le public sur la façon de asserttheir droits politiques, y compris leur droit de choisir leurs dirigeants et bechosen comme leaders et à observer les élections à porter témoin de itscredibility ou autrement.
SUR LE SALAIRE MINIMUM:
UAD note, withgreat préoccupation que le salaire minimum de N18, 000, approuvé par le federalgovernment depuis 2011 n’a pas encore été mis en œuvre dans certains États. Par la présente nous demandthat tous les Etats devrions commencer à mettre en œuvre le salaire minimum sans furtherdelay. Les travailleurs sont présentes encouragés à se lever pour réclamer le paiement de theminimum salaire. Surtout, en reconnaissant que le salaire minimum maigre a becometoo maigre pour prendre soin des besoins des travailleurs à la lumière des theprevailing conditions économiques dans le pays, nous exigeons une révision à la hausse DELA salaire minimum pour en faire un salaire décent de prendre la maison.
Retraite contributif:
Nous condamnons thecontributory régime de retraite mis en place par le gouvernement. Nous considérons qu’il est asparte de l’ordre du jour néolibéral de l’impérialisme pour forcer les pauvres tocontinue pour financer la cupidité de la classe dirigeante. La fraude isa de retraite contributif et doit être arrêté immédiatement.
TORTURE ET AUTRES brutalités DE POLICE:
Le welcomesand UAD félicite le rapport d’Amnesty international, accusant la torture nigérian Policeof et autres perpetrations méchants. Il est intéressant de noter que la Nigeriapolice ont eu du mal à nier qu’ils n’étaient pas impliqués dans la torture. Wenote que les agences de sécurité, y compris et en particulier la police, havebecome une menace pour la démocratie nigériane compte tenu de la façon dont ils violent grossièrement therights des citoyens et des mouvements populaires, des rassemblements pacifiques andassociation. Ces droits sont garantis par la Constitution nigériane ainsique d’autres instruments des droits de l’homme. Par conséquent, nous appelons la police à takeurgent mesures pour mettre fin la torture, les exécutions extra-judiciaires, des traitements, anddegrading inhumains cruels en ligne avec divers instruments de droits de l’homme à whichNigeria est signataire. Nous demandons en outre de l’Assemblée nationale à expediteaction vers le passage dans la loi, le projet de loi anti-torture qui a été lyingbefore eux.
POLICE INVASION DES LIEUX CLO et à la désobéissance ORDONNE TOCOURT.
UAD note avec consternation l’invasion criminelle andunlawful du secrétariat national du CLO en 2009 et consequentrefusal par les autorités de police pour se conformer à l’ordre d’un highcourt fédéral à Lagos depuis le 2 Juin 2010, qui, entre autres choses, a ordonné la policeto payer l’ somme de N25 millions à titre de dommages à la CLO, le retour de tous les biens de l ‘Organisation volontairement pillé par la police et payer camarade IbuchukwuEzike, la somme de N250, 000 étant une indemnité pour sa torture pendant la nuit PAR LE police. UAD décide de lancer des campagnes contre les graves Policeauthorities dans le cas où ils ont continué à manquer de respect à cette ordonnance du tribunal.
SOLIDARITÉ INTERNATIONALE.
UAD observe le développement thepolitical en Afrique du Sud depuis le massacre de 34 miningworkers frappantes par le gouvernement de l’ANC le 16 Août 2012, nous notons les deux réseaux va effortsof l’Union nationale des travailleurs de la métallurgie d’Afrique du Sud (NUMSA) pour établir amasser des travailleurs socialistes base » partie comme été déterminantes pour la réalisation des idéaux theprogressive de la charte de la liberté qui a informé le anti-apartheidstruggle que les gouvernements de l’ANC après l’apartheid ont largué. UAD, donc, exprime sa solidarité avec NUMSA et la classe ouvrière sud-africaine intheir renouvelé lutte pour la libération.
