THE Government has undertaken a comprehensive review of licensing fees and taxes in the tourism sector as part of efforts to create a more conducive environment for investment.
Information, Publicity and Broadcasting Services Minister, Dr Jenfan Muswere, confirmed the development during Tuesday’s Post-Cabinet media briefing.
“Cabinet considered and approved the review of licence, permits, levies and fees in the Tourism Sector in line with the Cabinet decision of July 29, 2025, which approved the review of licences, permits, levies and fees on business by ministries, departments and agencies. A consultative approach was adopted in the review of the accommodation, hospitality and catering, tour guide and operators; boating services; and vehicle rental services value chains, which were operating under a choking regulatory environment,” he said.
“The review was undertaken to remove identified unjustifiable licences and permits, levies and fees, streamline duplicative and overlapping licences and permits, and reduce unsustainably high fees and levies. The reviewed Licences, Permits, Levies and Fees will be subjected to further refinements. The review process is in line with the implementation of the on-going case of ease-of-doing business reforms which aims to reduce the cost of doing business, increasing competitiveness and enhancing growth in the Zimbabwean economy.”
The Minister of Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube also said business fees and levies have been slashed to improve competitiveness.
Professor Ncube added that the move is a comprehensive process to drive investment in the sector and grow the economy.
It was also announced that the Zimbabwe Agricultural Show will be officially opened by the President of South Africa, His Excellency Cyril Ramaphosa.
Cabinet also considered President Emmerson Mnangagwa’s visit to Japan for the Tokyo International Conference on Africa Development (TICAD), which was described as fruitful.
Several projects in the mining sector are progressing well to anchor the Zimbabwean economy.
Cabinet also discussed the President’s recent attendance at the SADC Meeting of Heads of States and Government Summit in Madagascar, where he handed over the Chairmanship of the bloc to his Madagascan counterpart, His Excellency Andry Rajoelina.
