The decision comes as the country prepares to host the G20 summit during the same month, a period expected to bring heightened logistical and security demands.

The Department of Defense said the rescheduling was necessary to avoid any overlap between the naval drills and South Africa’s responsibilities as G20 host. “The postponement is to ensure that the exercises do not impact on the logistical, security and other arrangements associated with South Africa’s G20 Presidency,” explained Siphiwe Dlamini, head of defense communications. South Africa assumed the G20 presidency in December last year and will hand over leadership to the United States in November.

The exercise, known as EX MOSI, is held every two years and is now in its third iteration. This year’s drill had been planned off the coast of the Western Cape. Defense analysts noted that hosting a joint naval exercise with Russia and China at the same time as the G20 summit would have raised questions about South Africa’s balancing of international commitments, especially given current geopolitical tensions.

South Africa confirmed that new dates for the exercise will be announced, although no specific timeline was provided. Discussions are also underway within BRICS to expand cooperation into defense activities, including a proposed combined maritime exercise. A preparatory meeting in Cape Town last week included naval representatives from BRICS members as well as Iran. Captain Hassan Maghsoodloo of the Iranian Navy said his combat units were likely to take part in the drill.

While South Africa emphasizes that such exercises are part of building multilateral and bilateral defense ties, the postponement reflects a delicate balancing act in its foreign policy. The country has in recent years conducted joint exercises with a range of partners, including Brazil, Germany, China, and France.

At the same time, military cooperation with the United States has faced challenges. In August, South Africa and the U.S. canceled the planned Shared Accord exercise, citing differences over requirements. The U.S. Embassy in Pretoria said South Africa’s Ministry of Defense had presented conditions inconsistent with existing agreements, leading Washington to withdraw from participation.

The naval exercise’s delay comes amid broader strains in U.S.–South Africa relations. Last month, the U.S. imposed a 30% tariff on South African exports, and South Africa has drawn criticism from Washington over aspects of its foreign policy. The upcoming G20 summit, which U.S. Vice President JD Vance is expected to attend, will test Pretoria’s ability to manage competing pressures while positioning itself as a bridge-builder between global powers.
