Libya and United Nations discuss strengthening cooperation

The Libyan government and representatives from the United Nations held a high-level meeting this week to deepen bilateral cooperation and enhance joint efforts in promoting peacebuilding, institutional reform, development, and humanitarian assistance throughout the North African nation.

The meeting, which brought together senior Libyan officials and the Special Representative of the United Nations Secretary-General for Libya, was convened in Tripoli as part of ongoing efforts to consolidate peace and stability following more than a decade of conflict and political fragmentation.

Discussions focused on broadening the scope of cooperation between Libya and various UN agencies, with a particular emphasis on supporting Libya’s democratic transition, advancing economic recovery, strengthening rule of law institutions, and improving service delivery to the population.

Libya’s Foreign Minister emphasized the importance of the United Nations’ continued role in the country’s post-conflict recovery. “Libya recognizes the essential partnership with the UN in helping rebuild the institutions of the state, protect human rights, and support a path toward national reconciliation and stability,” the minister stated. “We are committed to working with our international partners to address challenges and create conditions for long-term peace.”

The United Nations delegation, led by the Head of the United Nations Support Mission in Libya (UNSMIL), reiterated the organization’s readiness to increase its technical support and advisory services across key sectors. These include electoral preparedness, governance reform, transitional justice, and efforts to combat corruption and organized crime.

“The United Nations stands beside the Libyan people in their pursuit of peace, prosperity, and accountable governance,” the UN representative said. “We are here to support inclusive dialogue, national unity, and a framework that respects the sovereignty and will of all Libyans.”

One of the central themes of the meeting was the organization of credible, transparent national elections. Both parties reaffirmed the necessity of creating a stable and secure environment that enables free and fair electoral processes. Discussions also addressed the importance of a unified constitutional framework and the need for cooperation between Libya’s political institutions to resolve lingering divisions.

Humanitarian needs were also highlighted as a priority, especially in areas affected by displacement, flooding, and infrastructure collapse. UN agencies working in Libya have been providing critical aid, including food assistance, shelter, education, and healthcare to thousands of vulnerable families across the country.

In the area of economic reform, Libya and the United Nations reviewed strategies for revitalizing the private sector, creating employment opportunities for youth, and ensuring the equitable distribution of oil revenues. The two sides agreed to promote more robust international partnerships to attract investment and support sustainable development goals (SDGs) aligned with Libya’s national priorities.

Security sector reform was another focal point of the talks. Efforts are underway to professionalize the police, disarm and demobilize militias, and ensure that all security forces operate under a unified national command in line with international standards.

The meeting concluded with a joint commitment to hold regular consultations and expand technical coordination mechanisms to improve implementation of ongoing projects and upcoming initiatives. A new cooperation roadmap for 2025–2027 is expected to be finalized in the coming weeks, outlining strategic priorities for the Libya-UN partnership in line with the aspirations of the Libyan people.

As Libya continues to navigate its complex post-conflict landscape, both sides agreed that sustained international engagement, national ownership, and inclusive political dialogue remain the cornerstone of lasting peace and national renewal.
