Rwanda’s intelligence chief has been arrested in London at the request of Spain, where he is wanted on war crime charges, creating further diplomatic strains between the Rwandan government and Europe.

Karenzi Karake, 54, director-general of Rwanda’s National Intelligence and Security Services and a member of the Rwandan Patriotic Front (RPF), was arrested at Heathrow airport on Saturday. The Metropolitan Police confirmed that he appeared before Westminster Magistrates Court after being detained under a European Arrest Warrant. He has been remanded in custody until June 25.

General Karake is accused of ordering massacres while head of military intelligence in the wake of the 1994 Rwanda genocide, as well as sanctioning the killing of three Spanish nationals working for Medicos del Mundo.

He also served as Rwanda’s intelligence chief between 1994 and 1997, and then as deputy commander of the African Union peacekeeping force in Darfur.

Gen Karake is one of 40 Rwandan commanders named in an indictment issued in 2008 by Andreu Merelles, a Spanish investigative judge.

The Rwandan government has angrily denied all the allegations against Gen Karake. Louise Mushikiwabo, the country’s foreign minister, criticised the arrest on Twitter, calling the incident an outrage and that “western solidarity in demeaning Africans is unacceptable”.

William Nkurunziza, Rwanda’s ambassador in London, added that the charges levelled against Gen Karake were “politically motivated”.

A source familiar with the case said the Rwandans would probably wait for the outcome of Thursday’s court hearing to decide whether to fight the case in London or following its probable transfer to Spain, but was unlikely to let it rest.

The war of words comes a year after efforts to heal the deep divisions that opened up between France and Rwanda after President Paul Kagame accused France of having played a “direct role in the preparations for the genocide . . . and in its execution”.

Almost a generation after the genocide, which claimed 800,000 lives, President Kagame and his Tutsi-led government have been accused of human rights abuses, which range from the suppression of free speech to the alleged murder of political rivals. At the same time, the government has steered the country on a road to economic recovery.

In a statement the British High Commission in Rwanda said the arrest was a “legal obligation” carried out on behalf of the Spanish authorities but stressed the UK had a “close relationship” with the Rwandan government.

“We co-operate closely on a growing range of regional and international issues,” the statement said.

“Her Majesty’s Government greatly values the close relationship with Rwanda and is committed to that relationship for the long term.”

In 2013, Rwanda was the 18th biggest recipient of British aid.

Il a été placé en détentionjusqu’au 25 juin.

Général Karake est accusé d’ordonnant des massacres, tandis que le chef du renseignement militaire à la suite du génocide de1994 au Rwanda, mais aussi de sanctionner l’assassinat de troisressortissants espagnols travaillant pour Médicos del Mundo.

Il servit également de renseignement du Rwanda chef entre 1994et 1997 et forcer puis comme commandant adjoint de l’Unionafricaine maintien de la paix au Darfour.

GEN Khegar est l’un des 40 commandants rwandais, nommésdans un acte d’accusation émis en 2008 par Andreu Merelles, unjuge d’instruction espagnol.

Le gouvernement rwandais a nié avec colère toutes lesallégations contre Khegar Gen. Louise Mushikiwabo, ministre desaffaires étrangères du pays, a critiqué l’arrestation sur Twitter,appelant l’incident scandaleux et que « la solidarité occidentaleen humiliant africains est inacceptable ».

William Nkurunziza, Ambassadeur du Rwanda à Londres, aajouté que les accusations portées contre Gen Khegar étaient « politiquement motivées ».

Une source proche de l’affaire, a déclaré que les rwandaisauraient probablement attendre l’issue de l’audience de jeudipour décider s’il faut combattre le cas à Londres ou à la suite deson probable transfert vers l’Espagne, mais a peu de chances delaisser reposer.

La guerre des mots arrive un an après les efforts visant à guérirles profondes divisions qui creusé entre la France et le Rwanda,après que le Président Paul Kagame a accusé la France d’avoirjoué un « rôle direct dans la préparation du génocide et dansson exécution ».

Dans un communiqué sur que le Haut Commissariat Britanniqueau Rwanda, a déclaré que l’arrestation était une « obligationlégale » réalisé pour le compte des autorités espagnoles, mais a insisté le Royaume-Uni avait une “relation étroite” avec legouvernement rwandais.

“Nous coopérons étroitement sur un nombre croissant dequestions régionales et internationales,” indique le communiqué.

« Le gouvernement de sa Majesté grandement valorise larelation étroite avec le Rwanda et s’est engagé à cette relationsur le long terme. »

En 2013, Rwanda reçoit le 18e plus gros de l’aide britannique.
