RJMEC Warns Ongoing Violations Are Stalling South Sudan’s Peace Implementation Process

The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) has raised alarm over persistent violations of the peace agreement in South Sudan, warning that continued breaches by key parties are grinding the peace implementation process to a near halt. In its latest monthly report, RJMEC expressed deep concern about the deteriorating political will and lack of tangible progress, especially as the country approaches a critical election period.

According to the commission, repeated ceasefire violations, delayed security arrangements, and minimal institutional reforms have severely undermined the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS). These setbacks have not only stalled the integration of forces but also affected the trust necessary to advance transitional governance and justice mechanisms.

Chairperson of RJMEC, Maj. Gen. Charles Tai Gituai, emphasized that unless there is renewed commitment from all signatories, the peace process risks total derailment. He pointed to unfulfilled timelines, underfunded commissions, and unresolved disputes over power-sharing as major roadblocks.

The commission also highlighted increased instances of intercommunal violence, political intimidation, and restrictions on civic space as troubling indicators of instability. Despite numerous appeals for adherence to the peace roadmap, the slow pace of implementation has led to widespread frustration among citizens, civil society groups, and international observers.

Meanwhile, South Sudanese stakeholders have called for stronger international oversight, including from the African Union and IGAD, to pressure parties into fulfilling their obligations. Several donor countries have expressed concern over the lack of transparency and accountability in the peace process and warned that continued violations could impact future support.

As the country inches closer to its long-awaited elections, RJMEC insists that immediate action is needed to restore momentum. This includes finalizing the permanent constitution, deploying unified forces, and establishing key transitional justice institutions. Without these measures, the prospects for a peaceful and democratic South Sudan remain increasingly fragile.
